The text of this paper, the TeX source, the JSON files, and the diagrams on this site are released without restriction. The program is immutable and has no license to grant, because nothing about it can be changed by anyone, including its author. You may copy the account layout and the two functions. You may not make the vessel do anything, because it cannot. If you deploy a copy of the program, your copy is a different vessel with a different address and a different mint, and this paper does not describe it.
